Bay Area Luncheons

SPEAKER: David Behar is Climate Program Director at the San Francisco Public Utilities Commission. The SFPUC delivers drinking water to 2.6 million Bay Area residents, generates hydroelectric power, and manages wastewater and stormwater facilities in San Francisco. David served as founding chair of the Water Utility Climate Alliance (WUCA) from 2007-2011. WUCA is a coalition of twelve of the largest water utilities in the U.S. delivering drinking water to over 50 million Americans that collaboratively advances water utility climate change adaptation. In 2013-14 he chaired San Francisco’s Sea Level Rise Committee, which created “Guidance for Incorporated Sea Level Rise into Capital Planning in San Francisco,” which won the 2017 “Prize for Progress” from the American Society of Adaptation Professionals.  He has served on the Working Group on Regional Climate of the World Climate Research Program and in May 2013 former Interior Secretary Sally Jewell appointed him co-chair of the Advisory Committee on Climate Change and Natural Resource Science.  

TOPIC: David Behar will discuss the current state of sea level rise planning using as a jumping off point San Francisco’s “Guidance for Incorporating Sea Level Rise into Capital Planning.” The Guidance was awarded a 2017 Floodplain Management Association Integrated Flood Management Award and won the American Society of Adaptation Professionals 2017 Prize for Progress.  He will discuss recent advances in climate science impacting planning, some of the challenges associated with that science, and the development of best practices in climate change adaptation with a focus on sea level rise.
